Lt Anthony Saporito is the Director of Internal Affairs for the
Cherry Hill, NJ Police Department. He has a wide range of
experience serving also as a Field Training Officer, Sniper, and
both Patrol and Detective Supervisor during his 20 year career.
He is a Firearms Instructor and also teaches the FTO class for the
NJ Division of Criminal Justice.
Det David Kappler has been with the Cherry Hill NJ Police
Department for 32 years. He has been in the combined Crime
Scene and Evidence Management Unit for the last 10 years. He
implemented digital photography and expanded other capabilities
to the Crime Scene Unit and modernized the evidence tracking
computerized data base. Det Kappler has worked closely with the
Prosecutor's Office to create policies and standards for evidence
retention and destruction. He spearheaded a recent
comprehensive purge of evidence which eliminated the need to
construct a new storage facility.
Det Kappler supervises more than 30 officers in the Patrol Division
who are trained to process scenes of minor crimes. As a result of
this program, Cherry Hill PD routinely solves more than 80 crimes
per year just by fingerprint and DNA identifications.
Det Kappler has presented Crime Scene Investigation programs
and Property and Evidence Management seminars for the last 7
years and has extensive teaching experience with his local
department and the Camden County Police Academy. He is
certified by the NJ Police Training Commission as a Police
Instructor and a Firearms Instructor.
He is currently Chairman of the Board of Direcors of the NJ
Division of the International Association for Identification and is on
the Executive Board and the training committee of the Camden
County, NJ Detectives Association.
Sgt. James Markey is a 27-year veteran of the Phoenix Police
Department. In 1998, he was assigned to the Adult Sex Crime
Unit, which is housed in the City of Phoenix Family Advocacy
Center. During this time, he responded to and supervised over
5,000 sexual assault investigations, which included over 40 serial
rapists. In 2000, he worked to develop and implement the
Phoenix Police Department Cold Case Sex Assault Team, which
in 2002 received the Arizona Attorney General’s Innovation in
Law Enforcement Award. In 2005, he supervised the 10-month
taskforce involved in the “AM Rapist” serial rape investigation.
This taskforce received both the 2005 City of Phoenix Excellence
Award and the Police Chief’s Unit Award. In 2006, he was a
member of and supervisor in, the “Baseline Killer” Taskforce,
receiving the departments distinguished service award. In 2008,
he successfully led the “Spiky Hair Molester” serial molestation
taskforce and received the Police Chief’s Unit Award for his
efforts.
Sgt Markey graduated from Arizona State University with a
Bachelor of Science Degree in Criminal Justice and from
Northern Arizona University with a Master’s Degree in
Educational Leadership. He has developed curriculum and
instructed nationally and across the State of Arizona to law
enforcement, medical and advocacy organizations on
investigating sex crimes. He co-authored a law enforcement help
manual titled, “Patrol Response to Drug Facilitated Sexual
Assault, a Guide for Patrol Officers.” In 2003 and 2007 the FBI
Law Enforcement Bulletin published two of his articles written on
the investigation of cold case sexual assaults.
Sr. Investigator Steven Settles has been in Law
Enforcement for 23 years, and has been with the Camden
County NJ Prosecutor’s Office Crime Scene Unit for the last 11
years.
Sr. Inv. Settles is also a certified instructor by the NJ Police
Training Commission and teaches all over the country on
subjects related to Crime Scene Investigation.
